DNC Chair Slams Passage of North Carolina Republicans’ Rigged Congressional Map
October 22, 2025

Today, at Donald Trump’s behest, North Carolina Republicans passed a congressional map that carves Democratic Congressman Don Davis out of his district. The new map reduces Black voters in the First Congressional District from 40% of the population to 32%, further diluting Black voting power in the state.
North Carolina is already one of the most gerrymandered states in the country. Ten Republicans and only 4 Democrats represent the state in Congress, despite the fact that the state continues to elect Democrats statewide.
Donald Trump and Republicans are rigging Congressional maps across the country ahead of the 2026 midterm elections because they are scared they are going to lose. They are worried they will lose because Republicans know how deeply unpopular Trump’s Big Ugly Bill is, which causes 450,000 North Carolinians to lose their health insurance and puts five rural hospitals on the brink of closure.
In response, DNC Vice Chair for Civic Engagement Reyna Walters-Morgan released the following statement:
“North Carolina Republicans just bent the knee to Donald Trump once again, going along with his scheme to rig the state’s Congressional map and further dilute the power of Black voters. North Carolina is already one of the most gerrymandered states in the country. Donald Trump rigged North Carolina’s map even further because he knows his disastrous first year will cost him the 2026 midterm elections. His ‘signature’ policy priority, the Big Ugly Bill, kicks almost half a million families off their health care in North Carolina and puts five rural hospitals on the brink of closure. Democrats won’t stop fighting Trump’s attempts to cheat because every North Carolinian deserves fair representation.”
